CMS released a proposed rule implementing parts of the Consolidated Appropriations Act, 2026. It would eliminate the $1 generic drug copay for full-benefit dual eligible individuals at or below 100 percent of the federal poverty level beginning in 2028. It would also require Medicare Advantage plans to update provider directories every 90 days and publish accuracy scores, and would add transparency requirements for pharmacy benefit managers.
Accurate directories matter to people with disabilities who need to find in-network providers who offer accessible care. Public comments are due December 15, 2026.
